Is VV4 a new purchase?

I bought VV3. I thought updates would be updates instead of new purchases, but I don't see where I can update from VV3 to VV4 without a purchase (I think... that is my reading of the site). I only see a "try for 30 days free" button on the site where a VV4 download can be obtained.
