Can this software monitor a file and if that file time or size changes it makes a backup?
The filename always stays the same.

And when it makes a backup is it possible that it creates a different extension so if the last digit was a 100 it would increase to 101?

No, but you could copy to a slightly different folder each time that is marked with the time of the copy.
