Time difference setting between files at source and target.

I have a scenario where I would like to ignore time differences (same as for the two second and 60 seconds) between files and consider them the same if there time difference is say within 2-3 minutes apart (irrespective of the target leading or lagging).

If there could be a setting (similar to the time zone difference) that allows you to specify in minutes the time difference tolerance, that would be greatly appreciated.
