backing up over 1m small files over 1 GB fibre connetion

We have a customer with 500TB Server 2016 ReFs server connected over a 1Gb/s leased line to another 500TB identical server (remote backup)

We have just started using VVPro 2.5 to do daily file syncs.
However, they recently had an issue with the link, so we ended up not being able to do the offsite backup for a few weeks.

the link is now back up, but we have over 1m files to sync and more than 50% are smaller files of around 3.5MB or less in size.

We are currently using the windows file copy method as it was 10x faster than the built in copy, but its still drop to only a few MB/sec when copying the small files and up to wire speed of close to 100MB/sec with the bigger files.

does anyone have any suggestions to speed up the copy ?
