How to properly setup one way sync ?

I would like to get some advice on how to properly setup a one way sync.
Could you help?

Here is what I try to accomplish,

* Folder A in server A copies to Folder B in server B
* Since the folder B in server B is only a staging server, files/directories will be move to server C.
* same time stamp and name of Files / directories in server A should not copy to server B if they been remove from server B

Can it be done? Or if there is a better way to do this?

If I understand correctly, files are first copied from A to B then moved from B to C? If that is the scenario, ViceVersa will copy again files that are in A but not in B after the move....
