I've enabled VSS but it seems to be unable to create the shadow copies.

Volume Shadow Copy creation failed for C:. VSS_E_PROVIDER_VETO.

I'm not really sure what it means, but there are a few key files in system32 that seem to always be in use (by the system I'm guessing) and I have no way to back them up if the shadow copy doesn't work.

Both hard drives are already formatted in NTFS and have more than 120 GB of free space each.

Could it be a problem with my VSS? Possibly a faulty download? (It shouldn't be since I got it from microsoft and my computer was validated)

Yeah, I double checked both hard drives and they're both formatted to NTFS already, and the free space isn't an issue.

Is there any other reason that the error I'm getting applies to?
