..use vice versa to replicate just the os on my server to another one?

I'm looking to create a hot swap system by mirroring the live server os (Win 2003 SBS) to a machine at another site.

No, you will need a drive imaging software for that. VV will copy all files from a disk to another (file by file) but it will not make the copy bootable.
